Absolutely not! Environmental Health Practitioners are authorised by local Councils to identify and abate nuisances under the Environmental Protection Act 1990. Many also work independently and can be instructed by any individual or company to carry out investigations and provide expert advice for planning, licensing hearings or for cases in the Magistrates or County and High Courts. Expert Witness

Generally an expert witness, is a professional witness, who by virtue of his/her education, training, skill, or experience, is recognised to have expertise and specialised knowledge in a particular subject beyond that of the average person, sufficient that others may officially and legally rely upon the witness's specialised opinion about a fact or issue within the scope of his/her expertise. Experts are often required to give an expert opinion, to assist a fact-finder (in a tribunal or hearing) usually in the form of an Expert Report. Experts can also be called in person at hearings and tribunals. More often experts can be invaluable in helping individuals or companies gather evidence, submitting planning and licensing applications.
