Fact:

Absolutely not! Since 2004, Bar Council rule changes have allowed any individual or company to directly approach and instruct Barristers who are licensed to carry out public access work. You do not need to use either a Solicitor or other legal services providers (registered under the Alternative Business Structure) to instruct a Barrister to represent you. Direct access can often be much simpler, faster and cheaper than traditional methods; and most importantly you retain full control over the process. Barrister/Solicitor Advice

Many types of noise issues can require an element of legal advice and representation.
